Cradock obtained an interview with Miss Chang, Deputy Director of News Department on 6 July. After referring to earlier round of special visits and visit to Grey on

23 April, he said the Hong Kong Government was prepared to authorize a further round of such visits to same news workers on exactly the same terms as of 9 and 10 April on the strict understanding that members of this office would then be allowed another visit to Grey. Miss Chang said she would report the matter and we would be given a reply.

In the course of the discussion, Miss Chang claimed that on a recent visit by members of their family's prisoners in Hong Kong had been found in handcuffs. I assume that there is no basis in this allegation.
