(b) depending upon the degree of violence
unleashed by the Chinese, whether in
Hong Kong or Peking, our relations will
suffer to a comparable degree;
(c) However, within the present framework
of Chinese intentions, this may not prove
to be more than a temporary deterioration,
either in our relations or in our longer
term prospects of improving them.
Our conclusion might be that we have decided
to go ahead with the measures under
consideration.

Apart from dealing with the main points at
-issue as outlined above, we should reply
in detail to points rai.ed in Sir D. Hopson's
and Sir D. Trench's telegrams - e.g. we should
reject the view that our actions are inconsistent
with the assurances of our desire for co-
existence conveyed to the Chinese in April.
