The statement in my telegram under reference with its list of alleged British offences is slightly more minstory than we have had for some time. In view of emphasis on rice I wonder if we could not look again at possibility of some steps to get Chinese off the hook. The considerations in paragraph 3 of Hong Kong telegram under referénce no longer applies since bargain on Grey was kept.

The reference in Chinese statement to imports in batches over a period is interesting and may be a hint of a possible solution. I notice that small amounts of relief rice have been allowed in in the past outside control scheme and wondered whether by commenting on delivery over a suitable period we might be able to overcome the problem.
