Peking telegram No. 558 to Foreign Office
-2-
Hong Kong;
and
restrictions imposed by the British Government; the granting of entry and exit visas by the Chinese since August last. In order to convey this briefing I suggest our representatives should give the Governments concerned a memorandum which would set out the basic facts and serve as background for representations to the Chinese. My immediately following telegram contains suggested text. A further telegram deals separately with the question of publicity.
Foreign Office pass to Hong Kong 400.
