6. The following points deserve attention:
(a) it is unfortunately true there remain political questions outstanding between Britain and China, in particular in connexion with Hong Kong. But international practice requires free movement of Diplomatic agents whatever political problems there may be. fact the solution of such problems, which is earnestly sought by the British Government, will only be hindered by interference with normal diplomatic intercourse;

(b) the requirement for Chinese officials in United Kingdom to apply for exit visas imposed after violent action against British Mission in Peking in August 1967 was lifted in April. Chinese restrictions on British movements remain;
(c) the Chinese have granted a number of entry visas for British staff beginning to come to China. But exit visas are still withheld and entry visas cannot be used until the corresponding exit visas are granted.
