Addressed to Foreign Office telegram No. 568 of 15 June, Repeated for information to Hong Kong and POLAD Singapore.

Your telegram No. 653.

I note that in adjournment debate on British subjects detained in China Mr. Royle said that no reason for Grey's detention had been given. As Mr. Royle should know NCNA announced at the time of his arrest that he was being detained in retaliation for the imprisonment of NCNA man in Hong Kong. Nothing was said in debate to correct this misleading impression.

It is important that both Parliament and public should understand clearly the direct connexion between Grey's detention and prisoners in Hong Kong. I hope steps may be taken to put this right.

Foreign Office pass Hong Kong 408 and POLAD Singapore 158.

Sir D. Hopson

[Repeated as requested]
