I am proposing that either Sir Arthur Galsworthy or Mr. Hall should sign a letter to the Governor in the terms of the draft below, after it has been seen and approved by Lord Shepherd. I would like you to look at this draft and in particular at the last two paragraphs in which I have offered to give detailed guidance on legislation concerning release on licence and to procure, if possible, some guidance on suspended sentences. Could you please confirm that we can indeed provide material on the former. I imagine that if we want any material on the latter it will be necessary to approach the Home Office and/or the Lord Chancellor's Office.
