Your telegram No.397: Deportations.

My only reason for proposing deferment was simply the fear that if the Chinese thought we were trying to force them into accepting principle of deportation they might turn sour over e.g., exit visas for the Mission and visits to Grey. But if you are satisfied that this is not so, I am ready to go ahead, and will take special care not to appear to be forcing the detainees to go over if they make it reasonably clear that they do not wish it.

Next visiting day is 7 March and I propose to set the plan in motion on 8 March.
