Discussions are still proceeding in Hong Kong about arrangements for additional visits to communist journalists in prison in Hong Kong, which we hope will result in our obtaining access to Mr. Grey. The Chinese representatives in Hong Kong have been trying to go beyond the principles put by Sir D. Hopson in Peking. Sir D. Hopson raised this with the Chinese Ministry of Foreign Affairs on 25 March, but we have
not yet had the detailed report.

for consular access.
