My immediately preceding telegram.

I judged it best to continue this discussion at Counsellor level where less politics is likely to be introduced. I also thought it best tactically to show that we were ready to make substantial concessions over movement restrictions before expressing our reservations on NCNA entry visas and conducting a probe on Grey.

2. The interview was mild Kao avoided direct reference to Hong Kong in his immediate comment though we may expect it in formal Chinese reply. There was also a slightly hopeful sign in that he did not there and then express personal dissatisfaction at our failure to meet Chinese demands in full. We must wait and see.
