In view of persistent Press reports that we have carried on negotiations about Hong Kong in Tokyo with Chinese representatives, it might be worth making it quite clear to the Japanese M.F.A. that there have been no negotiations of any sort with the Chinese about Hong Kong except for the talks at Shumchun in November, which dealt solely with local border problems. The results of these talks are public knowledge and the Japanese Consulate General here were kept in the picture.
