Chinese referred to NCNA request(of 22 Deccaber, and claimed that no reply had been received, and asked why British had now raised issue of prisoners making applications for visits themselves. If this request were granted, Chinese "might consider allowing British Office to send personnel to visit Grey. In reply to suggestion (on a personal basis) that RSUCH PING could be exchanged for Grey Chinese said it was unlikely that this could be acceptod. The problem could not be settled so easily.
3. German correspondent told by Chinese that Grey's conditions of confinement had recently been improved.
H.M. Chargé suggested that a substantial act of clemency in respect of prisoners timed for Chinese Hiew Year should be considered.
