Factors Which Affect the Feasibility of Successful Deportation

The feasibility of successful deportation depends on

four main factors:-

(a)

(b)

whether China will accept deportees;

whether the deportees agree to go;

(c)

if deportees do not wish to go but China

agrees to accept them, can they be made to

go;

(a)

if deportees wish to go could China refuse

to accept them.

It is considered that deportation would be successful

if either China was willing to accept deportees or the deportees

were anxious to go to China. If China was prepared to take

deportees it is thought that they could be forced over the

border are even though the resulting propaganda might be

very damaging. However it is considered most unlikely that

China would accept anyone who was not willing to go. If they

were anxious to cross, China could hardly refuse to take them

She has re-affirmed on many occasions her willingness to

accept anyone who wished to return.

Advantages of Successful Deportation

The following are regarded as the main advantages of

successful deportation:-

(a)

(b)

a probable reduction in tension in Hong Kong;

the removal of undesirable influences;

the threat of deportation would be/much more

real and this would assist Special Branch interrogation:
