Addressed to Peking telegram No.45 of 1 February, Repeated for information to Commonwealth Office.

The following message was passed by the Assistant Political Adviser to NCNA this afternoon (1 February):-

'The relevant authorities inform me that there should be no reason why the rice should not be licensed for import into Hong Kong under the quota provided that it is to the order of registered rice importers. We note that rice imports from China were in substantial arrears in the latter part of 1967 and have only recently begun to catch up with the quota. The relevant authorities have allowed this breach of the rice import licensing conditions in order not to cause embarrassment. In the matter of the 5,000 tons of rice the China Resources Company will no doubt be in touch with the registered rice importers.

As for the clothes for people in prison, parcels of clothes will be accepted by the prison authorities provided that the names and numbers of the prisoners are indicated clearly on the parcels. The clothes will be stored on behalf of the prisoners and issued to them when they are released from prison'.
