3. It looks as if the Communists may now genuinely be trying to seek some way out of the actions against their papers. It certainly seems to me to be worthwhile for Ma Gregor to explore (as he is anxious to do) what the Bank of China have in mind and we are considering how best to proceed in the circumstances.

Provided it appears in the meantime that the MacGregor approach is genuine, there will be obvious arguments for similarly adjourning Olivier's case, when it is heard on 1 December hefore the Registrar (which makes it easier to avoid publicity).

With reference to Peking telegram to Foreign Office No.322 paragraph 2, I must make it clear that Mr. Hsueh's claim that the Wen Wei Pao had never instigated terrorism is fantastic: it has openly advocated violence and has instigated and applauded murder on innumerable occasions. An anthology is being prepared for Peking's information.
