Mr. Grey yesterday gave us the following message in case Mr. Garry telephoned from Tokyo. As he did not, please pass it direct to Reuters:

"Today, the fourth day of my house arrest, there has been no change in my personal circumstances. I am still unable. to make telephone calls abroad or receive telephone calls from abroad, unable to send or receive cables and all newspapers from abroad and personal mail are not (not) being delivered. Posters saying "down with British Imperialism" have been posted on the gates of the courtyard of my house. Nobody has been allowed to visit me since I was restricted on Friday evening. Two uniformed members of the Public Security Bureau stand guard inside my courtyard. The guard is changed every three hours. Other guards stand outside. I can make telephone calls within Peking.

2. You will have realised that Reuters have been unable to receive or file any telegrams since 21 July. In considering retaliation against NCNA in London would it not be possible, to prevent them from receiving or filing messages?
