Addressed to Hong Kong telegram No. 722 of 15 August Repeated for information to:- Foreign Office (Priority), POLAD Singapore and Washington.

I understand that staff of Polish Consulate and

other foreigners in Canton have been told to stay in

their homes or offices. China Travel Service have said that any passengers arriving by air in Canton will not be permitted to leave the airport.

2. These indications strongly suggest that ban on travel with Hong Kong is the result of unrest in Kwangtung rather than your decision to seal border except for Lo Wu.
