I confirm that we could arrange deportation of Hsueh Ping or of both N.C.N.A. men if Luo Yu-ho receives comparable sentence. The charges are similar. He comes up to plead on 21 August when a date for trial will be fixed, if he has pleaded not guilty as we expect. The date of the trial itself is not likely to be before early September because of congestion in the courts. Question of deportation of Luo cannot be considered until his trial is completed.

Once an exchange has been agreed upon all action here can be completed within 72 hours. Simplest method, provided conditions in Kwangtung Province permit, would be to exchange deportees at Lo Wu border bridge, otherwise to ensure that there was no cheating would be difficult. I see no reason why N.C.N.A. men should not be forcibly deported if Chinese guarantee to receive them.
