Repeated for information to Bonn.
German Consul General, Hong Kong, has received a telegram dated 15 September from Alois Fischer who signs himself as a representative in Lanchow of Vickers Ltd., London. It reports that a certain Deckart, an employeee of Vickers/Zimmer A.G. of Frankfurt, has been detained in Lanchow "by a local organisation", probably on the ground of "suspected spying". Fischer has been unable to make any
contact with him or the local authorities.
2.
German Consul General believes Deckart to be a German subject. He has asked whether we can confirm this from Vickers, and is also telegraphing Bonn.
