China no doubt would still like to continue the "confrontation"
by terrorist methods and they are supported by militants in
Hong Kong, particularly among the younger rank and file of
the communists. Peking Red Guards sent a message, carried
in the N.C.N.A. of 1 October, to their compatriots in Hong
Kong which restated unequivocally that "Hong Kong is the sacred
territory of China" and that the Chinese there should "fight
on still more violently until final victory". So long as
militancy persists in China and locally, the Chinese Government
cannot fail to give it vocal support. Such support, however,
would not preclude their following a policy of greater modera-
tion and commonsense in practice, including the facilitation of
trade.
