In a recent letter from Peking, Cradock tells us that though the Mission are still unable to keep papers in any bulk, anything that Hong Kong consider really of value to them should be sent on. Even if the papers cannot be retained, they can be read and digested before destruction. Telegram traffic should however be restricted as far as possible, because the post is still operating on a book cypher. As telegrams from Hong Kong have to be routed through London we can continue to keep in touch with you about which should be repeated to Peking.
