Your telegram 2399: Reuters in Peking,
Points in your paragraph 1 have been put to Chipp who accepts them. He says the only reason for making a mystery about his visit to Pakistan was that he felt that it would be better if his approach were treated as private and there was no question of official intervention in support.
2. Local Reuters correspondent recently contacted Hong Kong offices of NCNA, China Resources Corporation and Bank of China, as well as the prominent Communist Fei Yi Ming, to ask if they would be prepared to receive Reuters' representatives for a talk. He got replies (in non-committal but polite terms) from all except NCNA. This morning he was informed by Bank of China that their General Manager would like to meet Chipp and himself on 26 November. Reuters intention is to approach the subject of Grey only indirectly, by way of asking how their financial position (which includes remittances to Grey which may or may not have been cashed) stands in Peking.

It seems encouraging that Bank of China (rather than NCNA who have obvious prejudices in the matter) have apparently been authorized to talk to Reuters.
