of Understanding signed at the time of the

negotiations with Malaysia only permitted CPA to

operate between Jesselton and Manila until the

Malaysia-Singapore airline started their own service

to Manila. We do not know when precisely this will

be but are confident that they will wish to operate

once they have completed the reorganisation which

they are at present undergoing.

We have also borne in mind that as CPA have

already announced their decision the possible political

damage cannot be forestalled.

5. We hope that continuance of CPA's direct

service between Hong Kong and Manila wilɣmitigate

the effects of their decision and we shall be

grateful for confirmation that this is their

intention.

Meanwhile Butterfield and Swire of Hong Kong.

are sending CPA's Traffic Manager, Mr. J. Dick,

to Manila to examine the situation. We do not

expect very much to come out of this visit but we

shall encourage him to call on you and we hope that

his report may encourage CPA to resume their

Manila/Jesselton service.
