Thank you for your letter HWB 2/7 of 2 January to James Murray about the desirability of the Governor of Hong Kong making contact with political leaders in the area.
2. We see no objection in principle to the Governor doing so. Before any visit was contemplated, he would no doubt wish to seek the views of the Ambassador concerned so as to ensure that any special local considerations relevant at the time of the proposed visit were taken properly into account before a decision was made.
3. Of the foreign capitals in South East Asia, Bangkok is probably one which we can expect the Governor to pass through at some time. A visit here could be helpful in view of the extent to which Hong Kong is dependent for food supplies, e.g. rice and meat, on imports from Thailand. In view of Japanese interests in Hong Kong, a visit to Tokyo at some stage might also be useful.
