Dear Mr. Butterfield,

Visit of N.5. "SAVANNAH" to Hong Kong.

I enclose a copy of a draft note which was produced at a meeting between Mr. Berman, a U.S. lawyer representing FAST (the operatora), and Mr. Lyons of the American Imbarey. The note tells the U.3. Ambassador that we are extending the agreement to cover Hong Kong, and propocec various amendments. The pencilled amendments are those suggested · by the State Department in Washington. I understand from Mr. Ganinara (D.T.D.) that we do not need to consult Hong Kong; it will be enough to inform them when we have agreed the text.

2. Mr. Berman would like your comments on the draft on Monday.
