I am informed that, on the occasion of the proposed visit of N.3. "Gavonnah" to Hong Kong, Her Majesty'a Government, by an exchange of Notes with the Government of the United States dated

have signified

their willingness to reloase the Government of the United States from ite obligations under Annex 1 to the Agreement or 19 June, 1964, with the exception of paragraph 16 thereof, for so long as 1.3. "Davannah" is operated by First Atomic Ship Transport Incorporated, on condition that First Atomic Ship Transport Incorporated undertakes to fulfi: the same obligations. I hereby give that undertaking to Her Majesty's Government on behalf of First Atomic Ship Transport Incorporated.

I also note that it was a further condition of the release referred to above that Her Majesty'a Covernment retain the rights accorded to them under that Annex in the event that these obligations are not fulfilled.
