Your Excellency,

I have the honour to refer to the Exolungo of Notes of 19 June, 1964 conatibuting an Agreement between the Government of the United Kingdom of Great Britain and Forthern Ireland and the Government of the United Utates of America in antici- pation of visits of K.G. "Savannah" to ports in United Kingdom territory, and to the proposed visit or R.3. "Savannah" to Hong Kong

I have the honour to inform you that, pursuant to paragraph 3 (a) thereof, the Agreement is hereby extended to Hong Kong.

3. In consideration of the fact that N.8. “yavanai operated nos directly by the Government of the United Statou but ia under bare-hoat charter to a private operator, First Atomic Ship Transport Incorporated, and that the United Glatou Atomic Energy Commission has entered into an agreement or indemnification with First Atomic Ship Transport Incorporated under the authority of Sention 170 or the United States Atomic Energy Act of 1954, as amended, and that similar arrangements may in future be made with other privato operatora, I have the honour to propose the following modifications to the Agroament for the purposes of its extension to Hong Kong.

Her Majesty's Government are prepared while such arrange- mento are in effeat to relanse the Government of the United States from their obligations under Annex 1 to the Agreement with the exception of paragraph 16 thereof, on condition that First Atomic Ship Transport Incorporated or other private operator undertakes in writing to fulfil the same obligations, and on ɑondition that Her Majesty's Government rotain their rights under that Annex in the event that these obligations are not fulfilled,
