Please refer to your ummbered letter of 2 June and enclosure, addressed to Butterfield de iling with some minor amendmente which have become necessary to the draft rote to the United States Embassy and the draft Note from P.A... Inc. to the British Embassy in Washington concerning 11 bility in the event of molesr incidents during the
"Savannah's" forthcoming visit to Hong Kong.

In Butterfield's absence on leave, I referred your letter to Oxley, the Commonwealth Office Deputy Legal Adviser and he has now acreed that the amendaente themselves nose no problem for the Commonwealth Office. I think the way la now clear for the Exchange of Notes to go ahead as planned on 12 June.

#hen I passed the information in paragraph 2 to you orally on 8 June, wo discussed the more general points which Oxley made in reply to my approach to him and which suggested the need for a different method of approach for achieving the extensior. of the principal agreement to cover visits of nuclear powered ships to Hong Kong and the consequent amendments to this agreement to cover the fact that the operator of the "Savannah" was how F.A.S.T.
