United States Atomic Energy Act of 1954, as amended, and that similar
arrangements may in future be made with other private operators,
I
have the honour to propose the following modifications to the Agreement for the purposes of its extension to Hong Kong.
"14.

The Government of the United Kingdom are prepared while such arrangements are in effect to release the Government of the United States from their obligations under Annex 1 to the Agreement with the exception of paragraph 16 thereof, on condition that First Atomic Ship Transport Incorporated or other private operator undertakes in writing to fulfil the same obligations, and on condition that the Government of the United Kingdom retain their rights under paragraphs 1, 7, 11 (b), and
13 of that Annex.
"5. With respect to Annex 2 to the Agreement, I have the honour to propose that, unless the context otherwise requires, the expression 'United States Maritime Administration' wherever it occurs shall be construed to mean the United States Maritime Administration or a private operator, as referred to in the third paragraph above, with whom an agreement of indemnification is in effect as described in paragraph
6 (a) of that Annex.
"6. I have the honour to propose that these modifications should enter into force on the date of Your Excellency's reply confirming that they are acceptable to the Government of the United States, and should re- main in force unless terminated by either Party upon two months retice
in writing to the other Party.

The foregoing proposals are acceptable to the Government of the United States of America and I have the honor to confirm that your Note, together with this reply, shall be regarded as effecting, in accordance with the terms of the Note, modification of the Agreement
