I enclose a copy of a telegram from Hong Kong about

a proposed visit to Hong Kong of the nuclear powered

}

ship "Savannah", together with a copy of the communication

the telegram

from the U.5. Embassy to which Hong Kong refers. You will

see that the "Savannah" is now operated by a private

in demonstration. company who are proposing to send it on an-administration-

tour of the Far East ports including Hong Kong, which it

has proposed to visit on or about June 27th, 1967.

The possibility of such a visit was the subject of

the general view then was that we were not particularly

keen for a visit to take place. Our view of the visit now

proposed, which has been discussed with Carter,remains

very much the same. Apart from the considerations

advanced in the correspondence referred to above, the

Chinese have since that time shown themselves particularly

sensative to the visits of nuclear warships that have

taken place; and although it does not follow that a visit

of the "Savannah" would produce the same reaction we can

see very little of advantage to Hong Kong to set against

risk

the reason entailed. Furthermore, the proposal visit at

the end of June would take place in the South West Monsoon

byphoons:

season and at a time when there is danger of tyenana.
