This could, presumably, be covered either by the extension to Hong Kong of the agreement contained in Command 2411, or by an agreement on the lines of the draft forwarded by Lyons. This is, I think, a matter primarily for consideration by your department,

With regard to the safety aspects of the visit, the International Convention for Safety at Sea, 1960, has been extended to

Hong Kong: provided, therefore, that the "SAVANNAH" is not allowed to go further into Hong Kong Harbour than the U.S. nuclear warships are allowed to do and provided that the vessel has a nuclear passenger cafety certificate, we do not see that any difficulty should arise on this score,
