Proposed Visit of N.S. "SAVANNAH" to Hong Kong

You sent a copy of your letter of 20th April to Denson at the Foreign Office to Miss Llewellyn Smith here who has passed it to me.

Our main interest in the proposal that the "SAVANNAH" should visit Hong Kong lies in the safety aspects of the visit. If the visit were to be made, no doubt you would consider recommending to the Government of Hong Kong the safety arrangements proposed in the Report of the Committee on the Safety of Nuclear-Powered Merchant Ships (Cmnd. 958, February 1960). — behin &

Chapter VIII of the International Convention on the Safety of Life at Sea 1960, to which we and the Americans are parties, lays down safety regulations for nuclear ships other than warships; it appears from the U.S. Acting Maritime Administrator's letter to Gass of March 7th (a copy of which you sent us) that the "SAVANNAH" has complied with all the requirements of the Convention. means she will carry a Nuclear Passenger (or Cargo) Ship Safety Certificate which would be produced for the Hong Kong Government if the visit were to take place. Annex C to the Convention makes a number of safety recommendations.

It is fair to say that some of the recommendations in Cmnd, 958 have been included by the 1960 Convention, but I think we might well draw the attention of the Hong Kong authorities to paragraphs 156-164 of that Report which deal with the emergency arrangements while the ship is in port.

Since 1964, when we approved the "SAVANNAH's" safety assessment, there have probably been some changes to the ship's nuclear installation which we know nothing about, but I dare say the Americans will vouch for the ship's safety.

I note that there is no difficulty in extending the provisions of Cmnd. 2411 to Hong Kong.
