U.S. Embassy here are being informed that political clearance for visit is being given subject to following conditions:-'

Decision is subject to review in light of any events occurring before visit takes place.

That publicity for visit will be kept to absolute minimum. This may present difficulties for reasons such as those mentioned in paragraphs (2) and (3) of your savingram No. 52. Presumably the form of advertisement referred to in your telegram No. 545 would not necessarily involve undue publicity.

That SAVANNAH will go no further into Hong Kong Harbour than U.S. nuclear warships are allowed to do.

That question of liability is satisfactorily dealt with;

this is now being pursued here.

That U.K. monitoring team can be provided and that its cost will be met by the Americans.

We shall inform you as soon as the action on (4) and (5) above has been completed.
