In view of the terms of para. 3(c) of the 1964 Agreement there is no need to provide for the termination of the proposed Agreement (see the pencilled note in square brackets on the draft enclosed with Young's letter): should we not however include the usual formula to the effect that 'this Note etc. shall be regarded as constituting an Agreement' between the two Governments.

There is one further point. Do we need to agree a draft of the undertaking to be given by FAST or any other private operator?
