As a result of the attendance of my Operations Officer, Lieutenant Commander Berger, at the last Seventh Fleet Scheduling Conference, I understand it might be useful if I made some suggestions to try and help those responsible for drawing up the programme of ship visits to Hong Kong.

2.

My proposals are given in the Annex to this letter. I must stress that these suggestions are my own views and are put forward to try and help to avoid some of the problems which we have recently experienced.

3.

As I am sure you appreciate, publicity of

operational activity can make visits here very difficult. In my suggestion No. 6 I propose CVAS do not come straight here from operations; should other ships be likely to get large publicity it might be necessary for them to call elsewhere before visiting here.

4. I am giving a copy of this letter. to your United States Naval Liaison Officer in Hong Kong, Captain Zartman, U.S. Navy.
