US Naval Visits to Hong Kong
In his submission of 2 July Kr. Denson
argued that the time had come to start work on
our review of U.S. naval visits to Hong Kong.
This was agreed and C.0. telegram No. 1252 set
out the gineral lines on which we proposed to
donduct the review and sought views of the
Governor of Hong Kong, Sir D. Hopson in Peking
and H.M. Ambassador in Washington in the light of
which we should submit to Ministers.
now had the comments of all three.
Recommendation
We have
2. A formal review with the Americans of the
guide lines governing visits of U.S. naval visits
to Hong Kong does not seen to be required. For
the most part the changes, we propose do not
require any alteration to the existing guide
lines governing the visits of U.S. naval vessels
to Hong Kong as such. The necessary points can
be made by a redrafting of the interpretative
notes, I recommend that these be discussed

informally in Katan with the Americans.

Only in the ease of visits of nuclear powered
vessels is there a requirement for an addition
to the guide lines. This can be dealt with in
due course. I attach a draft telegram.
