I hope that it is not proposed to publish our note. Our object, I assume, is to get it on the record with the Chinese. As far as the public are concerned, the Hong Kong Government statement of 15 May has already made essential facts known.
2. Publication of our Note would merely revive controversy and make Chinese response in one form or another more likely, particularly as publication would coincide with visit of Ticonderoga.
