Whichever of these two may be the case, we consider it highly deleterious to the moral position of this country, and to any hopes we may have of helping to bring this conflict to an end, with all the terrible human suffering which it involves daily.

I would therefore ask you to take steps to end the training to which you refer in your written reply to the question put by Mr. Dickins.

In view of the Commonwealth interests involved, I am sending a copy of this letter to the Commonwealth Secretary, as well as to the Malaysian High Commissioner here in London for onward transmission to his Government. I have also sent a copy to the Foreign Secretary and to the Prime Minister.
