I attach four Parliamentary Questions on this subject. None of the answers quite meet the Rev. Huxtable's point that the provision of "leave and recuperative facilities" represents support facilities for the prosecution of the Vietnam war etc. We can perhaps emphasise that there are no U.S. installations or facilities of a war- like nature in Hong Kong (notes for supplementaries to Mr. Rankin's question of 8 February 1966) and go on to disagree with the Rev. Huxtableŵs view that "Rest and Recreation" facilities represent support facilities for the prosecution of the Vietnam war.

2. As to his doubts about whether we have sufficiently weighed the significance of Chinese protests and the possibility of the granting of these facilities making further moves against Hong Kong more likely he must know that we would most carefully consider the significance of the protests and we have
