Addressed to Commonwealth Office telegram No. 670 of
25 May,
Repeated for information to Peking, POLAD Singapore and Washington.
73) Your telegram No. 536: USS Enterprise.
Both Communist newspapers report the arrival in Hong Kong of USS Enterprise. Ta Kung Pao headlines the story on its main internal news page, pointing out that this is the third visit of the Enterprise to Hong Kong, and the fourth by a nuclear ship this year.
An editorial appears in the same newspaper, entitled "The US nuclear vessels seriously threaten the safety of the residents of Hong Kong". The piece draws attention to the Swordfish incident in Japan. It contrasts the safety precautions taken in Hong Kong unfavourably with similar precautions in the United States, and points out that the British authorities in Hong Kong have never released statistics of the level of increase in nuclear radiation when a ship such as the Enterprise is in port. It states that United States use of Hong Kong as a military base, and the entry of nuclear vessels threatening the safety of four million inhabitants of Hong Kong can definitely not be tolerated. Have the British authorities thought about the consequences of conniving in such activities? The article calls on Hong Kong compatriots to obey Chairman Mao's injunction to unleash fierce attacks against the common enemy, United States imperialism, and to smash resolutely the evil plot of American imperialism to use Hong Kong as a military base of aggression and threaten the four million inhabitants of Hong Kong.
2. Wen Hui Pao gives less coverage to the Enterprise, but claims that Hong Kong compatriots are "extremely indignant" and "are watching closely". In addition, a feature article explains that, although the United States forces claim to use Hong Kong merely for purposes of rest and recreation, this enables them to return to Viet Nam and continue their slaughter of Vietnamese people.
Foreign Office pass Peking as my telegram No. 253, POLAD Singapore as my telegram No. 88, and washington as my telegram 64.
Sir D. Trench.
