We received one enquiry, from the BBC, which we successfully disposed of. It is, however, possible that interest here in this subject may revive and I should be grateful for guidance as to what we might say if necessary on the record. Since we have to ensure that prospective service visitors to Hong kong are made aware of the regulations applicable to their particular

case, it would not be difficult for the Press by asking around

to put together a fairly comprehensive picture.

2. In his Confidential circular letter CR365 of 20 June, the

Director of Immigration said that it had now been decided that

servicemen from Commonwealth and NATO countries could wear civilian

clothes. Although this is helpful to the Visa Officer in dealing with applicants, we should find it difficult to justify this ruling to the Press whom we should expect to ask why NATO rather than SEATO was given preferential treatment.
