Servicemen Visiting Hong Kong.

Our immigration letter CR 365 of 20 June

may have misled you since it has always been our practice to allow in servicemen of Commonwealth and N.A.T.Ö. countries (although the U.S. r and r arrangements are rather special). Our letter was meant to emphasise that we wished to allow in no troops from any other countries wearing uniform.

If you find it absolutely essential to say anything about this subject we suggest, subject to the views of the Foreign Office, that the best line to take would be that there has been no change in the situation, which is that under very long standing agreements military personnel of N.A.T.O. countries are allowed to pass through Hong Kong in uniform and that in accordance with long standing tradition military personnel of Commonwealth countries may do the same.
