Will you please refer to Secret Telegram

No: 426 from Hong-Kong to us, and connected correspond-

ence, on the subject of visits of the United States

war ships to Hong-Kong. A

The points involved fall under two heads:

(1)

The number of visits paid by the U.S.

war ships to Hong Kong.

(2)

The question of publicity and I deal-

with them accordingly-in this letter.

On the first point, we propose to ask the

Governor to take action in accordance with the last

sentence of paragraph 2 of his telegram No. 426.

We propose to ask him, at the same time, to let us

know immediately should there be any indication at

any time that the number of visits is likely to exceed

the 1966 figure. May wor

On the question of publicity, we realige the

dangers of re-opening the whole question of the guide-

lines already agreed with the Americans; we also

agree with the Governor's remarks in paragraph 2 of

his telegram No. 472. No publicity before a visit

is, in our view, more important than no publicity

after a visit and we should not in any event like to

see the period of no publicity before a visit reduced
