2. As the Governor says in paragraph 2 of his telegram at flag B, the visit of three U.S. Naval vessels during this month does represent a fairly full programme. But I think we should be prepared to accept the visits, subject to the point in paragraph 3 of flag B, and also to the point in paragraph 4 of flag A (relating to the visit of Ticonderoga). This of course is on the basis of the action proposed in my minute at No. 88, which you approved, and on which we are now awaiting Foreign Office concurrence. In fact, I would hope that, if you agree with the line we suggest about the programme of visits for May, we should in informing the Governor of our concurrence, subject to the two stipulations, also give him the instructions proposed in No. 88 if by then the Foreign Office have obtained the concurrence of their Ministers.
