of an informal understanding that there would be

no publicity for a period of 10 to 15 days after

the visit of any ship. A restriction of this

sort would make it less likely that visits would

be exploited by the Chinese in such a way that

the vernor might be obliged to consider

postponing or cancelling other visits.

3. The U.S. Embassy here will not be well briefed

on this subject and we xxx expect that the State

Department and the Pentagon will in any case

approach the Embassy in Washington if we take it

up here.

Grateful therefore if Washington could

now speak to their usual contacts on the lines of

paragraph 2.
