after à visit. I do not think that we should
seek at the moment to renegotiate the relevent
guidelines since this is bound to be a long and
complicated procedure.
9. The Embassy in Washington have suggested
that we should make such an approach in London
rather than, as we usually do, in Washington.
They argue that
change of appreneh would
be tactically wise. The objection to
adopting this procedure is that the U.S. Embassy
here will not be briefed about all the details
of these visits and, in any case, our
Embassy's usual contacts in the State Department
and Washington would take it up with them.
I think therefore that we should instruct
Washington to take action there. If necessary,
we can follow it up here.
