U.S. Naval Visits.
Recent Chinese protests (see my telegram No.1 227) have been unusually sharp. It seems probable that they reflect not only tensions caused by developments in Macau but also Chinese resentment at apparent escalation of war in Vietnam.
2. Programme of naval visits to Hong Kong in January may The following visits need reconsideration in the light of this. for which U.S. naval authorities will be seeking clearance could cause political difficulty:-
(a) January 10 - 15: FRANKLIN D. ROOSEVELT,
Operations of this strike carrier off Vietnam were widely reported in local press throughout December.
(b) January 20 26: U.S.S. PROVIDENCE.
Cruiser, flying flag of Admiral Hyland, Commander U.S. Seventh Fleet.
This visit will overlap with visit (from January 16 - 25) of H.M.S. VICTORIOUS with Admiral Mills, Second-in-Command, Far East Fleet, and an opportunity is being taken for joint training discussions on January 23 - 25.
(c) January 26 - February 1: U.S.S. LONGBEACH
Arrival of this nuclear-powered guided missile cruiser in Vietnamese waters in mid-December was heavily publicised, and also commented on by New China News Agency.
