Herewith text of Saigon telegram No. 186

of 29th December, 1966 to me (passed via POLAD Singapore).

Begins.

U.S. Embassy have asked us if U.S. servicemen who have been spending leave in Formosa and are returning to duty in Vietnam by commercial flights, but in uniform, require passports and visas to spend a few days in the colony.

Grateful for telegraphic reply since a party

is due to leave Formosa on 6th January.
