In your letter of 6 February to Oliver Forster you enclosed a letter from Sir Gerald Nabarro to the Prime Minister and a draft reply.

We have a few minor amendments to suggest to your draft, in the interests of strict accuracy and to avoid giving Sir Gerald any opening for a further comeback. We would suggest that the second half of your reply he redrafted as follows:-

"This is not, of course, to say that United States warships have not entered Hong Kong harbour in substantial numbers in recent years for recreational visits. They have but they have not used our naval base properly so defined or its facilities, Nor indeed have they asked for or been given any other services or facilities at Hong Kong that are not normally available to naval vessels at any major port".

I am copying this letter to Munson in the Ministry of Defence and Fenn in the Foreign Office; perhaps they would let you know if they agree with this draft.
