I do not know how firm a programme has been arranged for Sir David Trench when he arrives in this country on 24 April. So far as I know arrangements to date are that he arrives at Heathrow on the morning of 24 April and will go straight to his home in Dorset. On the after- noon of Monday, 29 April he (with Mr. Cowperthwaite) is due to begin a round of discussions with the Commonwealth Financial Policy Department, but I do not know how long these talks are likely to last. At 6.30 p.m. o 2 May the Governor is opening the Hong Kong Court at the Commonwealth Institute. The Private Office have a provisional booking for him to see the Secretary of State
10 A but they have as yet fixed no particular time for this purpose. Apart from the above there are, so far as I know, no other engagements fixed for Sir David Trench.

General McNeill telephoned this morning to say that the Chiefs of Staff would like to see the Governor at 2.45 p.m. on 30 April. I explained to him the position as set out above and said that I did not know how firm a programme had been fixed for the Governor for the period. 29 April onwards but that I would enquire. I asked whether it might be possible for the Chiefs of Staff to see the Governor at their meeting the following week (7 May) if necessary, but General McNeill seemed to think that we should meet the Chiefs of Staff suggestion for the 30th April even if this meant changing any programme already arranged. I said that I would find out the position and let him know.
